Error occurred for previous release file &1 in library &2.

Message Long Text :

Cause . . . . . : An error occurred while processing file &1 in library &2. The Initialize System (INZSYS) command or the install of licensed programs has ended. See the previously listed messages in the job log to determine the cause of the problem.
Recovery . . . : If the file was not found, use the restore object (RSTOBJ) command to restore all of the &4 files in library &2 using the most recent backup of the previous release. If a backup is not available, delete the &3 file in library &2 because no recovery of the previous release data is possible. Correct the problem, and then retry the request again.
Technical description . . . . . . . . : If there was no previous release backup available, deleting the &3 file in library &2 will allow GO LICPGM or INZSYS to complete, however, the previous release system data will be lost.
