Cause . . . . . : You are not authorized to use application identifiers to locate keys in certificate store.
Recovery . . . : Have the security officer use the Change Function Usage Information API to authorize you to the QIBM_QSY_SYSTEM_CERT_STORE function. And then try the request again.
