Trap manager not started.

Cause . . . . . : The trap manager job cannot be started because the QSYSWRK subsystem is not active or is being ended.
Recovery . . . : Use the Start Subsystem (STRSBS) command to start the QSYSWRK subsystem and then try the request again.
