The application identifier on the digital signing API is not in a valid state.

Message Long Text :

Cause . . . . . : The return code &1 occurred for application identifier &2. The meanings of return codes are as follow: 260 Not authorized to application identifier; 261 Too many certificates per application identifier; 262 Application identifier has no certificate label; 267 Application identifier length is too long; 268 Application identifier is the wrong type; and 269 Application identifier was not found.
Recovery . . . : Check the API parameters for use of the correct value. Use the Digital Certificate Manager to check and correct application identifer configuration. The application identifier and an associated certificate need to be correctly configured in the signing key database.
