*ATTENTION* Controlling subsystem &1 should be started.

Message Long Text :

Cause . . . . . : A subsystem is being started while the controlling subsystem &1 is in the restricted state or is entering the restricted state. The system can become unusable if there are no jobs or devices that allow access to the system.
Recovery . . . : Start &1 subsystem (STRSBS command). If &1 subsystem is entering the restricted state (i.e. still active), start the subsystem when it reaches the restricted state.
