Restore shipped objects into QGPL.

Message Long Text :

Cause . . . . . : The controlling subsystem has been changed to QSYSSBSD in QSYS so that the shipped subsystem descriptions can be restored into QGPL before they become active.
Recovery . . . : Restore the shipped subsystem descriptions (GO LICPGM) into QGPL before starting any other subsystems. The controlling subsystem specified in the system value QCTLSBSD will automatically be used for the next IPL of the system. If the system is IPLed before the subsystem descriptions are restored, the system will come up under the controlling subsystem and that controlling subsystem description will not be able to be restored.
