Metered system capacity request period is active.

Message Long Text :

Cause . . . . . : The system has been operating with a metered system capacity request period in effect. If the request period is ended, processors will be changed to standby mode (resources that are physically in the system but have not been purchased) and will be unavailable for system use.
Recovery . . . : Do the following:
1. To view system capacity information, use the HMC if your system is managed by a Hardware Management Console (HMC), otherwise use the System Capacity service function. For more capacity on demand information, see the Capacity on Demand topic in the Information Center, http://www.ibm.com/systems/i/infocenter/.
2. A capacity increase can be enabled by selecting one of the activate, enable, or start request system capacity options from an HMC or from the System Capacity service function.
