Call from controller on line &23 not accepted.

Message Long Text :

Cause . . . . . : The local system received a call on line &23. The local system polled the caller, but the caller did not respond. The probable causes are:
-- A local system communications configuration problem.
-- A remote system communications configuration problem.
-- A network problem.
-- A local hardware problem.
-- A local modem problem.
Recovery . . . : Do one or more of the following:
-- Use the display line description (DSPLIND) command to verify the modem rate (MODEMRATE parameter), connect poll timer (CNNPOLLTMR parameter), non-return-to-zero-inverted (NRZI parameter), and exchange identifier (EXCHID parameter) of line description &23.
-- Ask the remote system operator to determine if any problem exists at the remote system that would cause this problem.
When the problem has been corrected, tell the remote system operator to call again.
If the problem continues, report the problem (ANZPRB command).
Technical description . . . . . . . . : The exchange identifier (XID) is &41. The error code is &40: An idle time-out was received when the remote system was in normal disconnect mode. For more information on XIDs, see Systems Network Architecture Formats, GA27-3136.
