Unable to obtain library &1 inherit rules.

Message Long Text :

Cause . . . . . : There was a problem retrieving the library inherit rules to check if object &2 should be automatically journaled. The problem is due to reason code &3. The reason codes are:
1 -- Unable to obtain the library space lock.
2 -- An unknown error occurred. See previous messages in the joblog.
Recovery . . . : View the earlier messages for the appropriate recovery steps. Use the Start Journal Physical File (STRJRNPF) or Start Journal Object command (STRJRNOBJ) to journal the object.
