Retrying call on line &23. Time-out on call.

Message Long Text :

Cause . . . . . : A time-out occurred while attempting to call on line &23. The first call was not completed within the time limit of the remote answer timer (RMTANSTMR parameter) specified in the line description. The probable causes for this failure are:
-- The remote system is not answering or the wrong number is being called.
-- The telephone line is not operational or is not connected to a modem.
-- A local hardware problem.
-- The remote answer timer (RMTANSTMR parameter) in the line description is set too low.
Recovery . . . : The call is being retried, if all retry attempts fail (DIALRTY parameter) another message will be posted.
Technical description . . . . . . . . :
First V.25bis call failure. The system did not detect data set ready (DSR) within the configured time limit.
