File received from &1 is not recognizable.

Message Long Text :

Cause . . . . . : File &3 arrived on the system from &1 and is not a program temporary fix (PTF). The file has been moved into library QRPLOBJ.
Recovery . . . : Determine if the file is needed. It it is, move it to another library. Delete the file if it is not needed. Files in library QRPLOBJ will be deleted at the next IPL.
Technical description . . . . . . . . : Job QESTP monitors for files arriving for user QSRVBAS. The file is received if the name begins with a 'P' or 'Q'. Files with this prefix are assumed to be a PTF. If the file is not a PTF it is moved from library QGPL to QRPLOBJ.
