The HDLC data link on line &23 was reset by the network.

Message Long Text :

Cause . . . . . : Receipt of this message may indicate a temporary condition, and the line may recover automatically. If your line is not operational, this error may have occurred due to:
-- An X.25 network problem.
Recovery . . . : If line &23 fails, use the line failure message to correct the problem.
Technical description . . . . . . . . : The local system received a SABM command frame from the network while in the information transfer state.
