Library &5 for error-handling program &4 was in error. The API failed for reason &3.

Cause . . . . . : &1 was called to define an error handler at scope &2; however, a problem was detected regarding the library of the error handler. The failure occurred for one of these reasons:
1 The library was not found
2 Not authorized to use the library
3 Cannot assign the library.
Recovery . . . : Make sure that you have specified the correct library for the error-handling program, and that you have the authority to use it.
