Unable to call error handler &1 in program object &2 in library &3.

Message Long Text :

Cause . . . . . : An error handler was in place for the current COBOL run unit when an inquiry message was issued, but the error handler could not be called. The inquiry message was issued as if no error handler had been defined. If *N is specified as the error handler name, the error handler is a program object. Message issued at statement &4 of COBOL program &7 in program object &5 in library &6.
