A dictionary is required but no default could be found.

Message Long Text :

Cause . . . . . : An attempt was made to select an IBM supplied dictionary as a default for the function requested. No dictionary was selected. The language in use may have no IBM supplied dictionary to use, the dictionary is not in the library QDCT or authority will not permit the requestor to use it.
Recovery . . . : Specify a dictionary on the Dictionary Options display, or ask your system operator to load it on your system. You can continue without a dictionary, but you will not be able to use the spell functions.
