Request to initialize optical volume &1 is not permitted.

Message Long Text :

Cause . . . . . : User exit program &2 in library &3 will not allow optical volume &1 to be initialized. Volume &1 is probably part of the inventory of a user application.
Recovery . . . : Get permission from the user application administrator to initialize volume &1 or specify another optical volume on the request.
