The value for the Activate Release Timer (ACTRLSTMR) is not correct for device &3.

Message Long Text :

Cause . . . . . : ACTRLSTMR was specified either as *PRTNORDYF or *PRTIMMED. Device &3 does not support dialog management. The dialog with the device will not be released until an ENDWTR is executed.
Recovery . . . : You can use CHGPSFCFG to change the value of the Release Timer (RLSTMR) to *NOMAX to prevent this message from being issued.
Technical description . . . . . . . . : The internal message identifier (ID) is &1.
