Connection with device &8 cannot be established.

Message Long Text :

Cause . . . . . : An intersystem communications function (ICF) major/minor return code &9 was received for remote location &10, remote network &11, device &8, mode &12, local location &15, using ICF file &13 in library &14. A timer at device &8 expired before the device was available.
Recovery . . . : Start the printer writer when the device is available. You may use the APPC and TCP/IP retry count (RETRY) and the delay between APPC retries (RETRYDLY) to control how long the printer writer continues to attempt to establish a session with device &8. To change the values for these parameters, you use a PSF configuration object (CRTPSFCFG or CHGPSFCFG) which must be specified in printer device description &8 using parameter USRDFNOBJ.
Technical description . . . . . . . . : The internal message identifier (ID) is &6.
