WHERE NOT NULL clause ignored for index &1 in &2.

Message Long Text :

Cause . . . . . : UNIQUE WHERE NOT NULL was specified when creating index &1 in &2. However, none of the columns in the index allow null values. The index is created as a unique index.
Recovery . . . : Remove the WHERE NOT NULL clause from the CREATE INDEX statement.
