&1 Flagging -- DECLARE CURSOR not allowed in DATA DIVISION.

Cause . . . . . : The &1 standard does not allow the DECLARE CURSOR statement in the DATA DIVISION.
Recovery . . . : If compliance to the &1 standard is required, move the DECLARE CURSOR statement into the PROCEDURE DIVISION. Precompile the program again.
