Cannot determine if &1 interface started.

Message Long Text :

Cause . . . . . : The QTCPWRK system job cannot communicate with the Start TCP/IP Interface (STRTCPIFC) CL command processing program.
Recovery . . . : Look in the QTCPCTL and QTCPWRK system job logs or the QTCP message queue to determine if the &1 interface was started.
