&2 interface not started.

Message Long Text :

Cause . . . . . : The QTCPWRK system job encountered errors while trying to start the &2 interface. Reason code is &1. Reason codes and their meanings follow:
0001 - Auto-configuration encountered an error while trying to get a TCP/IP network device for line description &3.
0002 - Unable to access the TCP/IP network device for line description &3.
0003 - Internal space restrictions exceeded. Users have renamed or created too many line descriptions since TCP/IP was last started.
Recovery . . . : Based on the reason code, do one of the following and then try the request again:
0001 - Look in the QTCPCTL and QTCPWRK system job logs for previously listed messages. Additional messages may be found in the system arbiter (QSYSARB) job log, or the commuication arbiter job that the network device is assigned to. Correct the problem.
0002 - Try the request again. If the problem continues, report the problem using the Analyze Problem (ANZPRB) CL command.
0003 - Issue the End TCP/IP (ENDTCP) CL command followed by the Start TCP/IP (STRTCP) CL command.
