&1 interface not started.

Message Long Text :

Cause . . . . . : The Start TCP/IP Interface (STRTCPIFC) CL command processing program was unable to communicate with the QTCPCTL system job. Therefore, the &1 interface was not started.
Recovery . . . : Issue the End TCP/IP (ENDTCP) CL command followed by the Start TCP/IP (STRTCP) CL command and then try the request again.
