&1 interface not started for *TDLC line description &2.

Message Long Text :

Cause . . . . . : The Start TCP/IP Interface (STRTCPIFC) CL command processing program was unable to start the &1 interface because interface &3 is active with the same *TDLC line description &2. Only one interface can be active for a *TDLC line description at a given time.
Recovery . . . : If interface &1 must be started, then do the following:
- End interface &3.
- Try the request again.
