NEW-PAGE PRINT OFF without previous WRITEs

Symptom
If a NEW-PAGE PRINT OFF instruction follows a NEW-PAGE PRINT ON
instruction without a WRITE instruction between them, a spool
order with length 0 is generated.
Cause
Programmer error
Solution
Error corrected with transport B11K003952.
