Create Irrelevant Commitment Item

Description

As of Release 3.0, neither financial transaction 0 are item category 0 are allowed any longer.

You have to define an "irrelevant" commitment item, containing the financial transaction "30" and item category "2" (for revenues) or "3" (for expensditures), in the G/L accounts irrelevant for Cash Budget Management or for Commitment Accounting.
