HCM_LOC_CI_42: Payroll Qatar (New)
Use
As of EA-HRGXX 607 SP03, the personnel administration and payroll calculation functions are localized for the State of Qatar. This HR country version includes the following functionality:
Master Data - Country-Specific Infotypes
To record country-specific information, the following Qatar-specific infotypes are provided:
- Social Insurance Qatar (3301)
- Information about employee and employer contributions to statutory SI funds or private SI funds
- Occupational Hazard Qatar (3307)
- Information about the occupational hazard suffered by an employee, the medical treatment received, and the corresponding compensation to be paid out
- Leave Passage Qatar (3308)
- Information used to calculate leave passage benefits for an expatriate employee and their dependents
- Sanction Qatar (3309)
- If an employee violates the code of conduct of the company, the sanction records are used to calculate the corresponding deductions during the payroll run.
- Petty Cash Qatar (3317)
- If a petty cash fund is set up in your company, you use this infotype to record details for the cash expenses.
Master Data - Country-Specific Screens
To meet special business requirements in Qatar, the following common infotypes are enhanced with country-specific fields to enable you to record additional information.

Legal reports required by the Ministry of Interior:
- Apply Resident Permit/Business Visa/Family Visit Visa (HQAPARP0)
- Apply Family Entry Visa (HQAPAEV0)
- Apply Business Visa (HQAPABV0)
- Apply Exit/Re-entry Permit (HQAPARA0)
- Modify Resident Details (HQAPAMR0)
Legal reports required by the Ministry of Labor:
- Apply Personal ID or Passport (HQAPNID0)
- Apply Family Visa (HQAPAFV0)
- Request Profession Change (HQAPJTC0)
- Monthly Labor Statistics Report (HQAPLAS0)
- Notification of Lost Personal ID/Passport (HQAPLID0)

Personnel Management
Visa Management
You use this function to monitor the requests for block visa procedure, and the approved work visas in various scenarios, such as visa amendment, visa validity extension and visa assignment to employees.
Benefits Entitlement
You use the Benefits Entitlement Workbench to create and allocate specific benefits package to each employee, and to create corresponding master data in the system.
Loans Eligibility Checking and Approval Process
When you create records of company loans, the system can check an employee's eligibility for the specified loan type based on the employee's personal data, dependents data, and personnel information.
An Employee Self-Service (ESS) service is available for monitoring the loan application process. Employees can use this service to raise application requests; responsible persons from HR and accounting departments can process these requests. The provided sample process is for a car loan; you can adjust it as per requirements in your company.
Payroll
End-of-Service Payment
When an employee leaves the company, he or she is entitled to a payment as a reward for their service. The Payroll Driver Qatar is enhanced to calculate the provision for end-of-service (EOS) payment during the regular payroll runs and the actual EOS payment in the termination payroll run.
Furniture Allowance Return
When an employee accepts the furniture allowance, he or she must fulfill an agreed service period afterwards. If the employee is not able to complete the agreed period, partial furniture allowance that corresponds to the outstanding period will be deducted from the employee's income during the regular payroll run.
Occupational Hazards
Using a special absence type, you can record an employee's absent period due to occupational hazards. The Payroll Driver Qatar is enhanced to ensure continuous payment to the employee while they are absent. In addition, you can pay compensation to employees who have suffered an illness or injury due to an occupational hazard.
Deductions - Sanctions
If an employee violates the company's code of conduct, you can make the corresponding deductions during the regular payroll run according to master data.
Off-Cycle Payroll - Advance Leave Payment
Instead of taking paid leave, an employee has the option to instead get paid for entitled leave days. Particular off-cycle payroll reasons enable you to calculate and make the payments using either Payroll Driver Qatar or the Off-Cycle Workbench.
Provision
In order to prepare the financial resources for a future or periodical payment, during each regular payroll run, you can calculate and reserve its monthly average amount. This function enables you to calculate a monthly provision amount for the following payments:
- Health plan
- Educational allowance
- Vacation payment
- Leave passage
- End-of-service payment
