Human Resources: Main Developments in Release 4.0A

Overview of New Developments in Payroll Accounting

The Payroll Accounting application component includes numerous developments applicable to all country versions.

Restructuring of the Application Component Hierarchy

The Application Component Hierarchy (ACH) and the Implementation Guide (IMG) for Payroll Accounting were restructured to simplify procedures and process flows.

European Monetary Union

Currencies in the Payroll Accounting application component are no longer determined using the company code table (T001). Instead, currencies are defined by a new, HR-specific currency table (T500C) that is time-dependent. The introduction of this function guarantees flexible payroll accounting in line with the requirements of the European Economic and Monetary Union (EMU).

Payroll Log

The payroll driver features a newly developed log. Complex calculations process large quantities of data during a payroll run. Logging the program flow assists in testing Customizing settings during the introductory phase, and in analyzing and troubleshooting during regular payroll runs. The new design of the log interface affords a clear presentation of payroll procedures, and simplifies analysis.

Cluster Directory for Payroll Results

Cluster directory enhancements previously only available to the USA, Canada and Japan, are now available in all country versions. Conversion takes place through XPRA RPU40ACD.

Archiving

Archiving of HR payroll data is a new function introduced with this release. The HR Archiving transaction (PU22) files archiving objects from payroll results (PA_CALC) and time evaluation results (PA_TIME). HR Archiving ensures consistent datasets in HR Personnel Time Management and Payroll Accounting through user guidance and plausibility checks. The system automatically considers retroactive accounting limits, component integration and legal provisions for Switzerland, Spain and Germany. Customizing settings are not required.

Absence Valuation

Customizing for Absence Valuation was simplified with the introduction of day rules and clear table maintenance.

Incentive Wages

Incentive Wages features the following developments:

  • Cost assignment of time tickets for payroll accounting
In the standard system, actual costs are debited from the sender cost center, and at the same time credited to the employee's master cost center.
  • Changes to incentive wages forms
In the event of retroactive accounting, it is now possible to print subsequent time tickets with retroactive accounting differences using the Remuneration Statements report (RPCEDTx0).
  • Change to wage type maintenance
Wage types for incentive wages are now maintained in logical views.

Forms

The HR form editor is located in Customizing. It is a tool used to structure forms for diverse applications. Compared to the old procedure for maintaining views (still supported by the system), the HR form editor affords numerous advantages for implementation. For example, all HR forms are now stored in a form directory. Each form in this directory is assigned a form class as well as technical characteristics.

Payroll Accounting forms can now also be displayed in alternative currencies.

Posting to Accounting

The interface for posting payroll results to accounting was redesigned. Data selection and the selection of posting documents now takes place in a separate report that creates a posting run and reporting document for posting. The transaction Edit run (PCPO) streamlines further processing of posting runs and posting documents. The changes support accurate posting as well as simplify procedures.

Country-Specific Changes in Payroll Accounting

In addition to the aforementioned developments, Release 4.0A includes numerous country-specific developments.

Austria

Functional enhancements to the net part:

  • Retroactive accounting for the previous year is possible
  • Garnishment supports payment in installments

Changes in payroll accounting for authorities and institutions:

  • Cluster RA is used in diverse reports

Canada

The following changes were made to Customizing:

  • It is now possible to configure check lot numbers for payroll checks
  • Schemas KLKL and KLK9 have been added to the Transfer Old Data steps
  • You can set up the processing of employee vacation pay and vacationable earnings
  • The Month End Accruals function was adapted to the Posting Payroll Results to Accounting interface

Switzerland

The following changes and enhancements were incorporated into Payroll Accounting for Switzerland:

  • Redesign of social insurance for Switzerland (function CHSV)
  • Customizing table to facilitate a more flexible approach to controlling the calculation of a 13th month's salary
  • Extended control possibilities for the creation of the remuneration statement

Germany

The following functions were added to Payroll Accounting for Germany:

  • Social insurance for challenged persons is supported in accordance with the German Law on Social Insurance for Challenged Persons (SVBG)
  • Company pension scheme

Spain

The following enhancements were incorporated into Payroll Accounting for Spain:

  • New field for second surname in infotypes 0002 and 0021
  • New functions for calculating sick pay in the case of overtime
  • EDI through Sistema RED of Spanish social insurance as well as TemSe functions for EDI
  • New function for handling sick leave in self-insured companies
  • Monthly calculation basis for daily workers
  • New functions for company groups with EDI to Spanish social insurance

France

Payroll Accounting for France was extended by the following functions:

  • Lower SI income threshold for part-time work can be set up in the Basic Pay infotype (0008)
  • Series of additional parameters in operation FSVAV that assigns an SI costs marker to wage types

Great Britain

The following new functions were included in Payroll Accounting for Great Britain:

  • Off-Cycle Payroll Accounting
  • Interface Travel Expenses to GB Company Car infotype.

Changes were made to the following functions:

  • Processing of statutory sick pay and statutory maternity pay (SSP/SMP)

Indonesia

Enhancements were made to the following functions:

  • Taxation
  • Social insurance (Jamostek)
  • Private insurance
  • Gross payroll
  • Absences
  • Reporting

Japan

Payroll Accounting for Japan includes the following functional developments:

  • Report for creating a social insurance premium check form
  • Report for calculating the SYOYO amount
  • Enhancements for income tax statement submission
  • Retirement allowance calculation
  • Company loans
  • Payroll accounting for Japanese overseas citizens

The following functions were enhanced:

  • Calculation of commuter allowance
  • Streamlined calculation of deductions for union dues
  • New and revised reports for Santei/Geppen functions (calculation of social insurance and pensions for branch offices)
  • Report for printing income tax statement (RPCEADJ0) now supports output on a data carrier. The output sequence was also changed
  • Data medium exchange for payment of residence tax to local tax offices is now supported by a bank

Malaysia

Payroll Accounting for Malaysia supports the following functions:

  • Contributions to the following associations:
  • Amanah Saham Bumiputera Trust Fund (ASB)

  • Tabung Haji

  • Angkasa

  • Annual wage supplements supporting:
  • Bonus calculation

  • Calculation of prorated wage supplements

  • Festival advance payment (FAP)
  • The requirements stipulated by the following organizations:
  • Residence tax (Human Resource Development Funds/HRDF)

  • Social insurance (Social Security Organization/SOCSO)

  • Social insurance for pensioners (Employees' Provident Fund/EPF)

  • Taxation was extended by the following functions:
  • Schedular tax deduction (STD)

  • Tax arrears deduction (form CP38)

  • Introduction of legal reports to reporting

New Zealand

New Zealand has a new country version comprising the following payroll functions:

  • Taxation
  • Superannuation
  • Accident compensation
  • Off-cycle payments
  • Leave management
  • Termination processing
  • Inland Revenue certification
  • Reporting

Singapore

Payroll Accounting for Singapore supports the following functions:

  • Priorities and arrears in deductions processing
  • Off-cycle payroll accounting of advance payments
  • Report RPCCYR0 creates a form listing social insurance contributions per employee

USA

Payroll Accounting for the USA includes the following developments:

  • Benefits/payroll integration
  • New version of the Tax Type Statement report
  • The 940 Federal Unemployment Tax Act (FUTA) form is now available in the Tax Reporter

South Africa

Payroll Accounting for South Africa supports the following developments:

  • Enhanced support for non-monthly payroll periods
  • Off-cycle payroll processing
  • South African specifics to the new payroll log
