Delete JOA Report Modifications

Description

As of release 4.1b, the report generated with the JOA Delete program has been modified to show why the JOA cannot be deleted. The ventures associated with the JOA are listed. For example, when the program is run in test mode the following two items might appear on a report.
Venture V00001 has been asigned to WBS element 00000025
Venture V09876 will be deleted
