PM: Individual budget management for maintenance orders

Description

A maintenance order can now have an individual budget. Allocation to a WBS element is no longer required to monitor a budget for an order.
However, individual budgeting is only possible if the order is not assigned to a WBS element. If the order is assigned to a WBS element, it cannot have an individual budget.
In the case of an individual budget, you can carry out a funds availability control for actual values, with either warning or error messages being issued when a certain budget value is reached or exceeded.
To allow an individual budget, the budget profile must have been entered for the order type.
