PSM_FM_BCS_MBS: Multi-Level Budget Structure

Use

As of SAP ECC 6.0, Enterprise Extension Public Sector Management (EA-PS 604), Enhancement Package 4, the business function PSM, Multi-Level Budget Structure is available. With this business function, there are several enhancements and new developments to the multi-level budget structure (MBS) in Budget Control System (BCS). These enhancements and developments are summarized in this release note.

• Process Hierarchy ID (New)

You can now:

• Maintain the hierarchy ID for a multi-level budget structure using transaction Create/Assign Sub-Hierarchy ID (FMHIE_HIEID)

• Process hierarchy ID

• Define a text for the hierarchy ID

• Maintain the definition rule related to the hierarchy ID for budget addresses and posting addresses

• Insert, delete, and display the assignment of constant elements for the hierarchy ID individually

• Insert, delete, and filter the assignment of constant elements for the hierarchy ID in mass processing

• Generate Multi-Level Budget Structure (New)

You can now:

• Generate the hierarchy for a specific hierarchy ID using transaction Generate Hierarchy (FMHIE_GENERATION)

• Generate a multi-level budget structure

• Restrict the selection of multi-level FM Account Assignment (FMAA) elements

• Maintain Multi-Level Budget Structure (New)

You can now:

• Make changes to the hierarchy of a specific hierarchy ID using transaction Process Hierarchy (FMHIE_CHANGE)

• Process a multi-level budget structure

• Restrict the selection of multi-level FMAA elements

• Insert new nodes into the hierarchy

• Delete existing nodes from the hierarchy

• Drag and drop nodes within the hierarchy

• Display Multi-Level Budget Structure (New)

You can now:

• Display the existing hierarchy of a specific hierarchy ID using transaction Display hierarchical budget structure (FMHIE_DISPLAY)

• Display a multi-level budget structure

• Restrict the selection of multi-level FMAA elements

• Display the valid budget addresses and posting addresses related to a selected node in the hierarchy

• Copy Multi-Level Budget Structure (New)

You can now:

• Copy a hierarchy or part of a hierarchy from a source hierarchy ID, budget structure, fiscal year and budget category to a target hierarchy ID, budget structure, fiscal year and budget category within an FM area by using transaction Copy hierarchical budget structure (FMHIE_COPY)

• Restrict the selection of the source hierarchy by entering the access objects for the hierarchy in a list and specifying the number of steps below the access objects

• Delete Multi-Level Budget Structure (New)

• You can now delete the whole hierarchy of a specific hierarchy ID using transaction Delete hierarchical budget structure (FMHIE_DELETE)

• Deletion of the hierarchy may include or exclude deletion of the hierarchy ID itself

• Budget Distribution (New)

You can now:

• Distribute budget from an upper node to a lower node in the hierarchy. In the distribution document, the sender must be in a superior position relative to the receiver in the hierarchy.

• Have multiple senders and multiple receivers in one distribution document, with the restriction that the senders must be followed directly by the receivers.

• Enter amounts in the lower account assignments of the hierarchy, with the additional or intermediate lines being generated automatically

• Reduce Distribution (New)

You can now reduce a distributed amount using positive rather than negative values. For the purposes of this process, the lower node must be the sender, distributing an amount upwards in the hierarchy to the receiver.

• Maintain Budget Addresses in Multi-Level Budget Structure (New)

You can now maintain budget addresses in a multi-level budget structure using transaction Maintain Budget Address (FMBSBO_HIE_MULT). Use the program to create or delete budget addresses in the multi-level budget structure.

• Maintain Posting Addresses in Multi-Level Budget Structure (New)

You can now maintain posting addresses in multi-level budget structures using transaction Maintain Hierarchical posting Addr. (FMBSPO_HIE_MULT). Use the program to create or delete posting addresses in the multi-level budget structure.

• Budget Address Individual Processing (Changed)

• If you use Individual Processing (transaction FMBSBO) to maintain budget addresses in the multi-level budget structure, the system automatically includes the path starting from the root to the inserted budget address for insertion and automatically includes the subtree of the deleted budget address for deletion.

• Budget Address Mass Processing (Changed)

• Mass Processing (transaction FMBSBO_MULT) cannot be used to maintain budget

addresses in a multi-level budget structure.

• BW Reporting on Budget Address Hierarchy (Changed)

• The budget address hierarchy can be uploaded together with actual/posting information.

You can now upload the budget address hierarchy (according to the multi-level budget structure

definition). There is a new indicator that allows you to select a budget address hierarchy.

Maintain the information system for BW Extraction for FM Account Assignmens. If specified, the name of

the multi-level budget structure name is displayed in the hierarchy catalog.

• Change Multi-Level Budget Structure Consistency Check (New)

• You can now check for inconsistencies when you change a multi-level budget structure using transaction Create/Assign Sub-Hierarchy ID (FMHIE_HIEID) or Process Hierarchy (FMHIE_CHANGE). The checks are valuable when you have already maintained the structure, have used it to create budget documents or actual postings, and then need to change the hierarchy due to an organizational change or similar circumstances in which these changes could lead to inconsistencies. The checks are not suitable for use during the creation of multi-level budget structure master data. You can customize the messages arising from the check for inconsistencies in Customizing activity Change Message Control.

• Consistency Check for Multi-Level Budget Structure (New)

• You can now check for inconsistencies in multi-level budget structure data using transaction Check MBS Data for Inconsistencies (FMHIE_CHKINCONDATA)

• Consistency Check for Distribution (New)

• You can now check for inconsistencies in distribution documents using transaction Check Distr. for Inconsistencies (FMHIE_CHKINCONDISTR)

• Define Settings for Budget Structure (Enhanced)

• You can now choose from four options to define the check for posting addresses in the Pstadd Chk field in Customizing activity Define Settings for Budget Structure. The following options are available: Check posting address list only; Check derived budget addresses only; Check both addresses (posting and derived budget addresses); Do not check addresses.
