Local authorities: Innovations in the area of availability control
Description
The functions of availability control have been extended: if a payment is posted the program not only checks if sufficient budget exists on the posted FM account assignment. If the budget is not sufficient, it is now checked if the FM expenditure account assignments concerned could, in principle, receive budget from an other FM account assignment. Three cases are conceivable here:
- The expenditure commitment item receives revenues increasing the budget
- The expenditure commitment item is eligible for cover and receives budget on account of the unilateral cover eligibility
- The expenditure commitment item participates in a cover pool
Because an expenditures FM account assignment can take part in all three procedures, you have to specify in Customizing, the sequence in which the program is to access the budget, if its own budget is not sufficient.
At the current time it is not possible to post a business transaction which exceeds the budget of the specified FM account assignment. With insufficient budget the program stops the posting with an error message. However, if this FM account assignment should be posted, you must first transfer a sufficient amount of funds to this FM account assignment. During this transfer a dialogue box appears, in which all FM account account assignments are listed, from which the posted FM account assignment could receive budget. Besides this, the type of cover eligibility is also displayed.
