Changes and New Functions in Revenues Increasing the Budget

Scope of Functions

Starting with this release another procedure is available for increasing the expenditures budget due to purpose-oriented revenues. In this procedure, the budget for expenditures FM account assignments, that are assigned to a revenues FM account assignment, is increased based on totals amounts that were updated at the same time as the budget for revenues FM account assignment was increased. In contrast to document-based distribution procedures, the individual revenues documents are not taken into consideration here. Therefore there is no connection between budget document and revenues document in the totals-based distribution procedure.

Starting from this release the call procedure is released for all customers.

  • Individual processing using transaction FMIA
    In this release the transactions for creating and displaying rules have been summarised in transaction FMIA.
  • Authorization object
    Starting from this release there is a new authorization object F_FICA_CVE, with which you can assign authorizations for rule maintenance for revenues increasing the budget. In doing so, you can stipulate, for example, that only specific users can assign expenditures FM account assignments to revenues FM account assignments, while other users can usually make other definitions. For further information refer to the documentation regarding Authorization objects.
  • Defining the procedure on an account assigment level
    The procedure, according to which budget increases are to be carried out, was previously defined for a combination of FM area and fiscal year in Funds Management Government Customizing.
    Starting from this release you can also define a procedure in the default rule in customizing. However, this value only appears as a proposed value for rule maintenance and can be overwritten for each revenues FM account assignment.
  • Taking into account revenue postings and down payments
    Starting from this release you can stipulate for each FM account assignment whether revenue postings or down payments should result in a budget increase.
  • Assigning expenditures cover pools to a budget increasing revenues FM account assignment
    Starting from this release, it is possible to assign one or more cover pools of expenditures FM account assignments to a revenues FM account assignment subject to cover in individual processing of rules for revenues increasing the budget (FMIA). In this way, you can summarize, in the same cover pool, all the FM account assignments that should increase your expenditure budget from the same revenues FM account assignment.
  • Assigning revenues FM account assignments in cover eligibility
    Starting from this release you can assign a revenues FM account assignment subject to cover to an expenditures FM account assignment
    subject to cover in individual processing (FM7A) The prerequisite for this is that the Call procedure is active for the revenues FM account assignment subject to cover to be assigned. The user also requires the authorization for assigning expenditure account assignments.
  • Generic entries in rule definition
    Starting from this release you can create generic entries for master data objects in rules. This only applies for rules in which budget increase is carried out according to one of the two Distribution procedures.

Distribution procedure 2

If you want to set this distribution procedure, you must define a surplus FM account assignment in Funds Management Government Customizing. For further information on this topic, refer to the Funds Management Government Implementation Guide (IMG) in section Make Settings for Distribution Procedure 2 (Totals-Based).

Call procedure

If you want to set the call procedure, in addition to the other necessary settings in Funds Management Government Customizing, you must also activate the call procedure. For further information on this subject, refer to the Funds Management Government IMG, section Activate Call Procedures as well as Unilateral and Reciprocal Cover Eligibility.

Generic entries in rule maintenance

If you want to make generic entries in rule maintenance, you must define for which master data object this should be possible. This is done in the customizing of Funds Management Government. See the Funds Management Government IMG in section Allow Generic Entries in der Rule Maintenance for more information.
