Year-End Legal Changes for 2002/2003

Use

At the turn of the year 2002/2003, various laws and executive orders changed that affect the SAP standard system. This documentation provides an overview of all functions for Payroll Austria that are affected by the legal changes as of January 1, 2003.

Unless stated otherwise for each of the items outlined, you do not need to configure any additional Customizing settings.

Company Pension Plan

Social Insurance

  • Change to SI Maximum Contribution Basis
Due to the definition of the revaluation number for the ASVG, new constants for social insurance were introduced as of January 1, 2003.

  • End of Insurance Liability for Supplementary Pensions
A ruling of the Austrian Constitutional Court declared paragraph 1a of §73 ASVG unconstitutional. The paragraph governing the SI liability of supplementary pensions of ‘legal entities regularly financed by public funding' is to be abolished after December 31, 2002.
After you have imported the relevant HR Support Package for your release, you need to synchronize wage types /S02 and /S03 with those in the standard SAP system (client 000).
Also ensure that wage types /S02 and /S03 are no longer generated:
Change the master data for the employees affected in the Basic Pay (0008), Recurring Payments/Deductions (0014), and Additional Payments (0015) infotypes, or adjust the personnel calculation rule that you use to generate the wage types as required.

  • ELDA: New Data Record Version as of January 1, 2003
The introduction of the company pension plan has resulted in changes to the ELDA implementation regulations. As of January 1, 2003, payslip SI (contribution basis notification) must be issued separately for each employment relationship. Payslip SI must be submitted by the 15th of the month following the month in which the employee leaves.
To support the new implementation regulations, SAP has made changes to programs and the ABAP Dictionary, and replaced certain entries in the Customizing tables.
