Switzerland: Legal changes for the year change 2003/2004

Use

Different laws and decrees of enforcement have changed for the year change 2003/2004, which affect the SAP standard system.

Below is an overview of all the functions in Payroll: Switzerland and SAP HR Pension Fund: Switzerland, which are affected by the legal changes on 01/01/2004.

Withholding Tax

  • Withholding Tax Disk
    The withholding tax scales are available in files that can be downloaded from the Swiss Federal Tax Office (ESTV) website: http://www.estv.admin.ch/
    The format of the files corresponds to the former SECO format and can be read with the Maintain Withholding Tax Tables (RPUQSTC2) program.
  • Changes to Withholding Tax Scales
    The withholding tax scales will change in the following cantons:
    Basel-country (BL), Basel-town (BS), Fribourg (FR), Glarus (GL), Lucerne (LU), Neuchatel (NE), Obwalden (OW), Schaffhausen (SH), Soleure (SO), Schwyz (SZ) und Zurich (ZH).
    Changes affecting all other cantons are not currently available.

Social Insurance

  • ALV Percentage Rates
    The ALV contribution rates will be lowered from 01/01/2004.

  • Family Allowances
    You can read about this year's changes to family allowances in the SAP note HR-CH: Family Allowances - Year Change 2003/2004 (670790).
    Check the changes related to family allowances in the Implementation Guide (IMG) for Payroll: Switzerland under Family Allowances-> Adjust Family Allowances. The changed constants for family allowances and the percentage rates of employer's contributions are available in the SAP standard system in client 000. Adjust your customer clients with the entries valid from the 01/01/2004.

Pension Fund

  • Reduction in the BVG Minimum Interest Rate
    The BVG minimum interest rate will be reduced by 3.25% (2003) from 01/01/2004 to 2.25%.
  • Changes to interest on arrears rate
    The interest on arrears rate for the delayed bank transfer of labor mobility benefit will be reduced to 2.5%.

Statistics

  • Employment Statistics BESTA
    The layout of the statistics will change from the forth quarter of 2003. The total number of cross-border employees of a foreign nationality must be identified and this number divided according to gender. Further information can be found in the SAP note PY-CH: Employment statistics quarter from 4th quarter (670401).
  • Swissmem Statistics from 2004
    If your company belongs to the Swiss association of machinery, electrical and metal industries, (Swissmem, formerly known as ASM), you must generate statistics for Swissmem's salary comparison as of 2004. Information can be found in Release Information Swissmem Statistics 2004 (new) or in the SAP note PY-CH: Swissmem Statistics 2004 (610521).
