Pension Administration Version 2.00

Use

With SAP Pension Administration, SAP provides a new solution for Public Sector Germany. This solution supports data management and payroll for pension recipients and their surviving dependents.

SAP Pension Administration supports the entire process from pension requests and pension percentage assessment, to determining pensionable pay, creating assessment notifications, running payroll, and making pension payments based on various imputation and reduction rules. Simulation and inquiry processes complete the solution.

The SAP Pension Administration solution is embedded between the HR personnel administration and payroll solutions. It is a generic independent tool for editing and processing data for active civil servants, pension recipients, and their surviving dependents.

SAP Pension Administration is an add-on to the existing SAP for Public Sector solution.

  • Activation of pension administration using subapplication VADM in table T596D

PWE/Processes

  • Customizing for the Process Workbench Engine (IMG)
  • Customizing for process control for the Process Workbench Engine (IMG)
  • Feature maintenance
  • Feature PM004

Feature PM004 is used to define the selection variant for calling payroll (report RPCALCD0) within the PWE. The value 'VA' is used as simulation code (SCODE) for pension administration. The standard system uses the variant VA_SIM_PAYROLL.
  • Setting up user parameters
  • USR_DE_VADM,,,,01,,User of Pension Administration: Processor

  • USR_DE_VADM_APP,,02,,User of Pension Administration: Approver

  • Personnel actions for pension administration
The following new actions/info groups have been created for personnel administration (transaction PA40):
  • OA - PADM Start Retirement

  • OB - PADM Death Civil Servant

  • OD - PADM Inclusion Surviving Dependents

Master Data Tool, Saving Planned HR Master Data

  • Customizing for the master data tool (IMG)
  • Authorization control for activating employment periods and releasing master data in the PWE

Authorization object P_PBSPWE can be used to prevent employment periods from being activated and master data from being released in the PWE.

    a) Authorization for activating employment periods

Notification Creation

  • Customizing for the process flow for statements (IMG)
  • Transaction SMARTFORMS is used to customize the standard template notifications
  • HRPBSDEVA*

Calculation Modules

Calculation modules are used to carry out the complex calculations required in the area of employment period assessment and pensions. Customers are not normally required to adjust these calculation modules. If customers want to specify customer wage types required to run the monthly payroll for pension recipients, the relevant settings can be made using table V_T7PBSCA3B.

  • Calculation module (V_T7PBSCA1A)
  • Calculation events of calculation module (V_T7PBSCA2A)
  • Results for calculation events (V_T7PBSCA2B)
  • Assignment of calculation results to wage types (V_T7PBSCA3A)
  • Assignment of calculation results to customer wage types (V_T7PBSCA3B)

Pension Calculation

Adjustment of Payroll Schema D100

Various payroll schemas have been enhanced and adjusted to allow pension calculation be incorporated into payroll.

  • DGD0

Call to new pension calculation using subapplication VADM (request using function IF with parameter VADM)
  • DOVE

Call to new pension calculation using subapplication VADM (request using function IF with parameter VADM)
  • DORA

Deactivation of the old pension calculation as soon as the new pension calculation is active (request using function IF with parameter VADM)
  • DORB

Deactivation of the old pension calculation as soon as the new pension calculation is active (request using function IF with parameter VADM)
  • DOZW

Deactivation of the old pension calculation as soon as the new pension calculation is active (request using function IF with parameter VADM)

- Inquiry Family Court (0784)
- Pension Equalization Payment (0785)
- Reduction Sec. 57 BeamtVG (0786)
  • Cumulation wage type VP57 table T596I/J

Cumulation wage type VP57 is used in the calculation to control whether a comparison calculation for determining the percentage of the salary adjustment is required when dynamizing the set amount during the pension. If pensionable payments that are not increased by the salary adjustment are included in the pension calculation, the percentage for the salary adjustment cannot be used. A comparison calculation of the pension payments before and after the salary adjustment has to be carried out and the ratio of the pension payments has to be calculated. Cumulation wage type VP57 defines the relevant wage types that result in a comparison calculation.

  • Customizing

- Current pension values (V_T7DEPBSVAVG01)
- Pension conversion values (V_T7DEPBSVAVG02)
- Calculation of additional difference
When the additional difference is calculated, pension calculations have to be carried out for various salary groups. In some cases, additional wage types that are not stored in the basic pay for the pension recipient are used in these calculations.
To generate these wage types, a wage type model is first determined using feature DOVLM. This is then used to make available the wage types assigned to the wage type model in table V_T539A. Only new wage types are included. Existing wage types already included in the basic pay remain unchanged and are not included again.
  • Feature maintenance

Feature DOVLM (definition of wage types for notional pension calculation)
  • Default wage types for basic pay (V_T539A)

Pay Scale Events (such as a pay scale increase)

  • Legal basis (V_T7PBS00TRF_BAS)

  • Pay scale events (V_T7PBS00TRF_EVT)

  • Pay scale group-dependent data (V_T7PBS00TRF_DAT)

Employment Period Calculation

  • Customizing for employment period calculation (IMG)
  • Employment period calculation for pension administration
  • Customizing for retirement age limit
  • Assignment of retirement age limit (V_T7DEPBSVAVGAGA)

  • Maintenance of feature DOVAG (grouping of retirement age limits)

  • Retirement age limit calculation rule (V_T7DEPBSVAVGAGR)

  • Sample implementation class CL_HRDEPBSVAVG_AGE_L_MONTH_END for reaching the age of 60 or 65
