Holiday Pay Act 2003

Use

Following requirements due to the Holiday Pay Act 2003 have been incorporated in the system:

  • Annual Leave Payments
  • This is paid out as the greater of the average versus Ordinary Pay rate.

  • The calculation method has changed.

  • Average rate
This is calculated as total gross for 12 months, starting from the payroll period prior to the absence, divided by the total normal hours of work by the employee.
  • Ordinary Pay rate calculation
There are three ways in which you can calculate this rate:
  • Using the Valuation Basis

  • Fixed rate, as agreed by the employer and the employee

  • Calculated using 4 week formula

  • Override rate
This rate overrides all the Ordinary Pay and Average rates calculated by the system.
  • Parental Leave
Annual leave is paid out at the Average rate (instead of as the greater of the average versus Ordinary Pay rate) if the Annual Leave Quota is affected by a Parental Leave. The Annual Leave is paid out at Average rate if the Annual Leave Quota creation date (for the quota against which the leave has been booked) falls:
  • In the parental leave period. For example, the employee is on parental leave between December 15, 2003 and February 15, 2004. You create the Leave Quota on December 31, 2003. This Leave Quota will be calculated at Average rate.

  • Within 12 months after the employee returns from Parental Leave. For example, the employee is on parental leave between February 15, 2004 and May 15, 2004. You create the Leave Quota on December 31, 2004. This Leave Quota will be calculated at Average rate.

Note: For a single parental leave, the annual leave for an employee may be paid out at Average rate for two Leave Quotas. For example, the employee is on parental leave between November 15, 2003 and February 15, 2004. You create the Leave Quota on December 31, 2003. This Leave Quota will be calculated at Average rate, according to point a, above. Again, you create the Leave Quota on December 31, 2004. This Leave Quota will also be calculated at Average rate, according to point b, above

To incorporate these new requirements, following changes have been made in the system:

  • Cluster table NZHPI
  • You are provided with a new cluster table NZHPI, which stores the employee details for the last 13 months, to calculate:

- Average rate
- Ordinary Pay rate using 4 week formula
  • This cluster table gets updated every time you run the payroll.

  • Update Holiday Information payroll function (NZUHI)
This payroll function:
  • Updates the cluster table NZHPI during every payroll run.

  • Deletes all records older than 13 months.

  • Deletes all records of cluster table NZHPI if the employee is rehired.

  • Personal Calculation Rules
  • Cumulate Planned Working Hours rule (NZHR)

This rule adds the number of planned working hours to the Normal Hours of Work wage type (M096) for those employees who are using the work schedule to calculate the planned working hours. This rule should not be used if planned working hours are being calculated by using only the values of wage types with Cumulation Class 26.
  • Cumulate Normal Working Hours rule (NZ26)

This rule checks the wage types for Cumulation Class 26. If the Cumulation Class 26 of the wage type has been set, the rule adds the value of the Number field of the wage type to Cumulated Normal Work Hrs wage type (/126).
  • NZ Holiday Pay Bill Cluster Update report (HNZUHCU0)
You have been provided with a report that will update the cluster table NZHPI with data for periods already processed by the SAP system. You can run this report when you are going live with the Holiday Pay Act 2003. This report will also allow you to upload earnings information from legacy systems for those employees who do not have 12 months of data in the SAP system.
  • Average and Current rate for leave payout report (HNZULVR0)
This report displays the Average rate and Ordinary Pay rate for an employee for a particular period using the data in the NZPHI cluster table.
You can run this report to check the Average rate and Ordinary Pay rate before making absence payments to an employee.
  • Technical wage types
  • Gross $ Amount in cur pay wage type (/121)

This wage type stores the gross earnings of the employee. The value of this wage type is used to calculate the Average rate for absence payments. The Update Holiday Information - NZ payroll function (NZUHI) reads this wage type to update Gross for Average Rate Calculation NZ field (ARGRS) of cluster table NZHPI. Select Cumulation Class 21 for all the wage types that need to be cumulated in this wage type.
  • Cumulated Gross OP rate wage type (/125)

This wage type stores the gross earnings of the employee. The value of this wage type is used to calculate the Ordinary Pay rate as per the 4 week formula. The Update Holiday Information - NZ payroll function (NZUHI) reads this wage type to update Gross for Ordinary Pay Rate Calculation NZ field (OPGRS) of cluster table NZHPI. Select Cumulation Class 25 for all the wage types that need to be cumulated in this wage type.
  • Cumulated Normal Work Hrs wage type (/126)

This wage type stores the normal hours of work per payroll period for an employee. The Update Holiday Information - NZ payroll function (NZUHI) reads this wage type to update Working Hours NZ field (OPGRS) of cluster table NZHPI. Select Cumulation Class 26 for all the wage types that need to be cumulated in this wage type.
  • Model wage types
  • Normal Hours of Work wage type (M096)

This wage type stores the planned normal working hours for an employee if the work schedule is used to calculate the planned working hours.
  • (A-B)/C Ordinary Pay Rt wage type (M097)

The presence of this wage type in Recur. Payments/Deds. infotype (0014) will trigger the use of the 4 week formula to calculate Ordinary Pay.
  • Override rate $/Hours wage type (M099)

This wage type overrides the rate calculated by the system to pay leave to an employee. You can enter a rate against this wage type in terms of dollars per hour in the Recur. Payments/Deds. infotype (0014).
  • HR_UPD_NZ_NZHPI Business Add-In (BAdI)
You can configure this BAdI to modify the values of the following fields of NZHPI cluster table, if you do not want to use the standard SAP calculations:
  • Gross for Average Rate Calculation NZ (ARGRS)

  • Gross for Ordinary Pay Rate Calculation NZ (OPGRS)

  • Working hours NZ (WKHRS)

  • Constant HBGLD in table view System Table (T77S0)
This switch stores the date from which the changes pertaining to Holiday Pay Act 2003 for New Zealand comes into effect.
  • Termination payments, Parental Leave payments, Advance Leave payments and Leave Liability calculations are also affected by the new leave payment calculation.

  • Ordinary Pay
You can copy the Ordinary Pay model wage types, provided in the standard SAP system, to your own wage types. You can do this in the IMG under Payroll New Zealand -> Absence Payments -> Ordinary Pay.
  • Valuation Basis
If you are not using the standard Valuation Basis wage types provided by SAP for annual leave, you can copy your own wage types and configure them accordingly. You can do this in the IMG under Payroll New Zealand -> Absence Payments -> Valuation Basis.
  • Planned Working Hours
You may have copied the model wage type Normal Hours of Work (M096) to your own wage type. In this case, you must replace the Normal Hours of Work wage type (M096) with your own wage type in the Cumulate Planned Working Hours rule (NZHR). You can do this in the IMG under Payroll New Zealand -> Absence Payments -> Rule to Calculate Number of Planned Working Hours.
  • HR_UPD_NZ_NZHPI Business Add-In (BAdI)
You can configure this BAdI in the IMG under Payroll New Zealand -> Absence Payments -> BAdI: Absence Payments.
