Standard cost adjustment enhancements

Description

1. A new configuration option in the controlling area dependent parameters allows to perform the standard cost adjustment only for the cost centers in regulatory company codes.
2. The following additional validations are performed before posting:
1. Cost center is not blocked for posting
2. Standard cost adjustment order is still assigned to the correct company code
