Treatment of clearing in non-regulated company codes enhanced

Use

1. A new flag in the company code specific regulatory configuration parameters easily allows to treat all CO objects in a non-regulated company code as clearing objects. In addition a default clearing group can be set for those objects.
2. The already existing flag in the general regulatory parameters to treat all clearing costs as miscellaneous costs now makes the check if the clearing objects are zero-balanced obsolete. This does not require anymore standard cost adjustment postings in a non-regulated company code.
