Automatic correction of flow of cost trace possible

Description

For certain kind of errors where final objects had no regulatory indicators assigned it was always possible to correct them manually afterwards with the 'Correct trace' functionality.

Now in addition this can be done automatically within the flow of cost trace by the new Business-Add In method FERC005 that is called only for final objects with these kind of errors.
