SRM_SOURCING_1: Two-Envelope RFx Response (New)

Use

As of SAP enhancement package 1 for SAP Supplier Relationship Management 7.0 (SAP SRM 7.0), you can use a two-envelope RFx response procedure.

As part of this process, potential suppliers are required to submit an RFx response in two parts for separate evaluation. One part contains pricing information; the other part contains technical and qualitative information. The technical evaluation panel of a tender committee evaluates the technical RFx response without being granted access to the price RFx response. In this way, non-price-related criteria, such as technical capability, past performance, relevant experience, and the completeness of the RFx response, may be given equal weight or more weight than price criteria in the selection process.

The scenario cited above is just one example of how two-envelope RFx responses can be used. Typically, each RFx would have its own evaluation schema to determine the non-price criteria important to the evaluation process, and whether or not the non-price criteria had equal or greater importance than price. Pricing information is evaluated separately by the price evaluation panel of the tender committee.

You can control access to price and technical RFx responses by assigning user authorizations to the cFolders in which the technical RFx responses are stored. By restricting access until a defined date and time, you can deny access to price information until after completion of the technical evaluation.

Note:

The two-envelope RFx response procedure was previously available in the Public Sourcing and Tendering business scenario of Procurement for Public Sector and had to be activated using the business function SAP SRM Procurement for Public Sector Functions(/SAPPSSRM/SRM_PPS). This no longer applies. Instead, you must activate the business function SRM, Strategic Sourcing Innovations(SRM_SOURCING_1).

The following activities are relevant in Customizing for SAP Supplier Relationship Management:

  • You define whether two-envelope RFx response is required for a transaction type under SRM Server → RFx → Extended RFx Process → Tendering Options → Define Tendering Options.
  • You define whether bidders receive an e-mail notification when their technical RFx response has been accepted or rejected and whether the price RFx response should be automatically rejected on rejection of the technical RFx response. You do this under SRM Server → RFx → Extended RFx Process → Two-Envelope RFx Response → Define Basic Data for Two-Envelope RFx Response.

You can implement the following BAdIs:

You use this BAdI to assign authorizations to the folders you have created for storing technical RFx responses.
  • SRM Server → Business Add-Ins → RFx → Extended RFx Process → E-Mail Notification → Enhance E-Mail Content
You can use this BAdI to enhance the content of e-mail notifications sent on technical RFx response opening and prequalification questionnaire acceptance/rejection.
