Reference rates of under one year can be assigned to yield curve types irrespective of yield type.

Description

Reference interest rates with a term of one year at most, can now be assigned to a yield curve type without matching the the yield type of the reference rate. Because the par rate when the term is less than a year is identical to the zero coupon rate, this assignment is consistent. It saves having to make double entries for reference interest rates with terms of less than a year.
