Repeat starting of background steps with temporary errors

Description

Until now, the system behavior has been that background work items encountering temporary errors in their execution by the workflow system are executed again by the workflow system after a certain period of time. The time interval to the next repetition is derived from a setting in Customizing. The number of start attempts is also defined in Customizing as a system-wide presetting.

Now it is also possible to set the repetition counter directly for individual steps of a workflow definition, therefore setting it on a process-specific basis. This repetition counter then overrides the Customizing setting.

If all start attempts were without success, the status of the background work item used to change to "error" and the workflow administrator was informed. Now the system behavior has been changed so that the status of a background work item changes to "completed" and the defined subsequent steps are executed, if the relevant temporary exception is modeled in the workflow definition.
