Diagnosis
You tried to assign a tax objects hierarchy to a company code. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to create.
Procedure
Obtain authorization to create assignments (J_3RF_TAXA activity 01) from your user administrator.
