Diagnosis
You tried to create a tax objects hierarchy. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to create.
Procedure
Obtain authorization to create tax hierarchies (J_3RF_TAXH activity 01) from your user administrator.
