In the access control settings for the user's role profile, check whether the user is authorized to:
- Switch plan types
- Access all financial plan items
You can find the relevant settings for access control in Customizing for SAP Commercial Project Management, under Master Data > Master Project:
- Define Access Control
- Define Role Profiles
- Make Settings for Master Projects
