Assignment of storage locations to tax warehouses

The storage locations may belong to different plants and company codes. A storage location is only allowed to be assigned to one tax warehouse (to be more precise: to one tax warehouse for each tax type).

SUBST_MERGE_LIST - merge external lists to one complete list with #if... logic for R3up   rdisp/max_wprun_time - Maximum work process run time
