You use this Business Add-In (BAdI) io implement and determine a different execution profile for the execution controller. Each execution profile represents a pre-defined entitlement scheme, so this could be used to define a new type of entitlement scheme (for example). In standard, the system determines the execution profile from the entries under Entitlement Management -> Basic Functions -> Entitlement Programs -> Define Number Range and Residence Time for Programs.

You could choose to change the execution profile in the customizing instead of the delivered BAdI.
