You can use this Customizing activity to assign OKTMO codes to region numbers.
Assignment of Top-Level OKTMO Codes
If you assign a top-level OKTMO code to a region number, all the lower-level OKTMO codes will also be assigned to it.
For example, assign the top-level OKTMO code for Moscow (45 000 000) to the region number for Moscow (77) as follows:

|---|---|
| 77 | 45 000 000 |
In this case, all the lower-level OKTMO codes that belong to Moscow (45 300 000, 45 301 000 etc.) will also be assigned to region number 77.
