This IMG-activity gives you a short overview for the Customizing settings that are required if you want to use the integration of Flexible Real Estate Management (RE-FX) and Public Sector Collection and Disbursement (PSCD) for calculating and posting property tax.

Activate Business Functions Prerequisite for using the Property Tax functionality is the activation of Business Function PSCD_TRM_&_PROPERTY_TAX. This Business Function automatically activates Business Function PSCD (Collections & Disbursement) and the Financials Extension (application code EA-FIN) within the SAP ECC Extension. Business Function PSCD automatically activates all program enhancements and Customizing settings delivered by SAP that is necessary if you want to use the integration functionality. Activation of the Financial Extension is prerequisite for the use of Flexible Real Estate Managementfunctions in the SAP ECC Extension. If you also want to use the integration with Funds Management, you have to activate Business Function FICA_FM (Contract Accounts Receivable and Payable Funds Commitments, FI-CA). To do so, you first have to activate the Public Services Extension (application code EA-PS).

Make Basic Settings in Company Code Make sure you define the FI-CA accounting system because this is prerequisite for the integration between RE FX and PS-CD.
Activate Real Estate Management in Controlling Area In order to activate Real Estate Management in the controlling area and to enable account assignment to real estate objects you have to select the Real Estate Management field.
Make Settings for Roles per Object Type To be able to assign a business partner in the MKK role to a real estate contract, you have to define it for this object type.
Customer Roles Set the BP Role Category for Customer Integration to optional for the MKK role. Otherwise the system will ask for a customer when a business partner is assigned to a contract in role MKK.

Number Range for Contracts
Define Contract Types SAP delivers contract type PS01 for the property tax functionality. Please check these settings first in case you need to define your own contract type.
Permitted Object Types per Contract Type To enable the assignment of objects they have to be defined here. For the property tax functionality, it is necessary to assign a parcel to a real estate contract. This is already included in the standard delivery. It is also possible to assign buildings, land or rental units, or even objects outside of the real estate area (such as, the functional location or order from PM).
Account Determination Values
Define Type of Contract Account An existing contract account should be used if possible. With this setting a contract will be assigned to an existing contract account or a new contract account has to be created if not existing. This definition is dependent on the contract type and the role of the contract partner. In the Business Partner Overview (transaction FMCACOV) this assignment will be displayed.
Settings for Conditions and Flows
Calculation Formulas SAP delivers calculation formula PPTX for the calculation of property tax. This calculation formula must be used when defining condition types for the calculation of property tax.
Define Condition Types The conditions refer to different types of property tax, such as residential or commercial. The flow type is defined with the condition type which influences the account determination. When using the property tax functionality, you must use calculation formula PPTX. Only then will the system perform tax calculation based on implementation BADI_FMCA_PT_CALC_RULE (Implementation: Calculation Formula for Property Tax) of BAdI BADI_RECD_CALC_RULE (Calculation Formula for Conditions) as well as implementation BADI_FMCA_PT_RECN_CONTRACT (Real Estate Contract: Property Tax) of BAdI BADI_RECN_CONTRACT (Real Estate Contract).
You perform property tax-specific configuration for condition types in Customizing for Contract Accounts Receivable and Payable (see below).
Please note: the configuration of property tax calculation is a complex process that involves more IMG activities than listed in this document. Define Condition Groups and Assign Condition Types Make sure that you select the options related to automatic defaults.

Activate RE-FX for Financial Accounting
Set Up Number Range for Automatically Created Posting Documents The number range for the contracts is set up here and assigned in the setting of the contract types.
Default Value for Tax Rate per Contract Type Tax-Exemption applies for property tax.
Account Symbols
Account Determination Values This value is an entry in each contract which is transferred during posting to PSCD as an account determination key to derive the tax type.
Assign Account Symbol to Flow Type If you have created your own account symbol, you have to assign it to all the flow types you are using to ensure that the account determination value is sent to the posting process.
Account Determination Settings for Creation of Billing Documents For a list of Customizing settings relevant for the creation of billing documents in PSCD, please call the SAP Test Catalogue for PSCD_TRM_&_PROPERTY_TAX and read the prerequisites of test case Periodic Posting and Creation of Billing Documents
Settings for the Parcel
Activate Subfunction If you want to use the parcel function (for your tax calculation or for the legal description), you have to activate subfunction LM01 which allows you to use the enhanced functionality for parcels.
Note: this subfunction is not dependent on Business Function PSCD_TRM_ &_PROPERTY_TAX. You have to activate Business Function RE_GEN_CI_2 if you want to select subfunction LM01 in this IMG activity. If you do not activate this Business Function, subfunction LM01 will not be visible.
Define Functions of Parcels Enables you to distinguish between usage types of parcels, such as rural or urban usage. It is used for legal descriptions and the tax calculation functionality, for example. This functionality is available after you have activated subfunction LM01 (see above).
Make General Settings for Land Use Management If you want to use a single field as the primary external identifier for parcels, you have to select the Simplified Parcel Number field.

Sub-Structure: Contract Accounts Receivable and Payable

Choose Account Determination Account determination controls how posting is made to specific accounts. You can either use the Flexible Real Estate Management account determination or the one from Contract Accounts Receivable and Payable. In Flexible Real Estate Management, postings are initiated by conditions. The conditions are assigned to flow types, which in turn use account symbols to point to the accounts. In Contract Accounts Receivable and Payable, the general ledger is determined automatically based on attributes such as main and sub transaction or the account determination ID referring to the contract account or the contract object.
Define Format of Legal Localization Key for Parcel You can define a legal localization key as an additional identification criterion for your parcels.
Define Property Tax Jurisdiction The jurisdiction code is used in IMG activity Define Tax Rate for Tax Calculation to group rules for the calculation of tax amounts in accordance with the jurisdiction codes.
Define Tax Rate for Tax Calculation (Property Tax) This activity contains tax rates or tax amounts that the system uses for tax calculation. Please check, whether you can use the settings delivered by SAP.
Define Condition Type for Tax Calculation (Property Tax) Contains property tax-specific settings for condition types that were defined in Customizing for Flexible Real Estate Management (RE-FX).
Business Add-Ins (BAdIs) BAdIs are available for the enhancement of the Legal Localization Key and Property Tax Calculation. The default implementation of the BAdI for Property Tax Calculation calls the Business Rule Framework to calculate the tax.
